| Andrew Haines | 2003 | MPA | https://www.bidenschool.udel.edu/Images Profile Alumnus/Andrew Haines 2.jpg | Town Manager, Town of Smyrna, Delaware | <p></p><p>Andrew S. Haines (MPA '03) is the Town Manager for Town of Smyrna, Delaware, which is a growing central Delaware community. Strategically placed along Delaware Route 1 and Route 13, Smyrna is a full-service town providing public electric, water and sewer along with traditional governmental services. With small town charm and smart growth planning, Smyrna is well-positioned for continued growth and success while maintaining strong community service and pride.</p><p><br>Prior to serving in Smyrna, Haines worked as the manager in Middletown Township, Delaware County, Pennsylvania. As a suburban community outside of Philadelphia, the 13-square mile township is home to the Tyler Arboreteum, the original Wawa Dairy and University, and the Williamson College of the Trades, and US Route 1 creates a commercial corridor in the heart of the community. Haines was involved with the former Franklin Mint site that is under redevelopment in conjunction with SEPTA's expansion of regional rail to a new Wawa SEPTA station, and the former Granite Run Mall is modernized to a mix-used destination–both projects creating opportunity to revitalize land use and focus on smart growth principals.</p><p><br>Prior to serving as the chief administrative officer for Middletown Township, Haines was the Deputy City Manager for the City of Newark, Delaware. He rejoined the City of Newark in January 2013 after spending five years as the Township Manager for Hatfield Township in Pennsylvania. As the appointed township manager, he held the chief administrative officer role for the organization, overseeing finances, planning, land development, public safety, public works, and other essential community services. Haines has committed the early portion of his professional career to local government, both in Pennsylvania and Delaware, focused on operational efficiencies, employment labor relations, and technology strategic planning. Opportunities in both organizations and communities have afforded him the chance to achieve numerous union negotiations, personnel succession planning, and sustain public services during difficult economic challenges. </p><p><br>In addition to an initial term of employment with the City of Newark, Haines also worked as a staff member to the Delaware Economic Development Office during Governor Ruth Ann Minner's administration. His commitment to public and constituent services was further enhanced during this time spent in Dover, providing broader experience in governmental operations.</p><p><br>Haines was a participant in the 20th Anniversary Class of the Institute for Public Administration's Legislative Fellow Program during his graduate career, and today holds in high regard the Legislative Fellows Program and the opportunity it affords students at the University of Delaware. </p><p><br>Haines resides in Delaware with his wife, Stefanie, and their two children.​ </p> | https://www.bidenschool.udel.edu/Images Profile Alumnus/Forms/DispForm.aspx?ID=9 | |
