works with K-12 education systems at the Education Delivery Institute
to create delivery plans, build state and district capacity, and
establish performance management routines to monitor progress – in order
for states and districts to deliver of their core strategies to improve
student achievement.</p><p>Before joining EDI, Tom worked at the Baltimore City Public Schools
(City Schools) in multiple leadership roles, focused on performance and
project management, process improvement, and district strategy and
policy. Tom also served in the Baltimore Mayor’s Office supporting the
Believe in Our Schools Campaign which completed over $10M in City
Schools’ facilities improvements through volunteer efforts and
donations. Tom holds a Master’s in Public Administration from the
University of Delaware and a bachelor’s in psychology from Amherst
College.</p><p>While at UD MPA, Tom completed key coursework and
took full advantage of MPA internships. He worked for a year on local
planning efforts (at UD and the State), and then was a Legislative
Fellow with Senators Sokola and Henry. Tom also got involved in DE
politics by volunteering for Senator Sokola's campaign and running a
