Applying to Biden School Programs

As an international student, you will complete the same application process as domestic students to be considered for admission into any Joseph R. Biden, Jr. School of Public Policy & Administration graduate program. You can access the online application through the Apply Now page.
Please keep in mind that all application materials must be submitted online, including your unofficial transcripts, exam scores, and letters of recommendation. Please do not mail printed copies of any application materials.
English Language Testing

The TOEFL (Test of English as a Foreign Language) is required of all international applicants unless a bachelors, masters, or doctoral degree has been earned from a university recognized by the ministry of education in a country where English is the primary language. A minimum score of 600 (paper-based test), or 100 (TOEFL iBT) is generally required for consideration for admission. Some programs prefer a score of 105 for the TOEFL iBT. We will accept iTEP Academic-Plus scores if TOEFL testing is not available to an applicant. The Biden School does not accept IELTS scores.

The Office for International Students & Scholars (OISS) has many resources available to help incoming international students with issues such as obtaining a visa, securing housing, and other common issues that are of concern to our international students. OISS also has programs and events throughout the year that are specifically for international students at UD. These events are a great option for connecting with other students and getting involved in university life!
