Happy #MeetUsMonday! We have an amazing team of staff members at IPA that we can't wait for you to meet. This week, we would like to introduce Philip J. Barnes, policy scientist and assistant professor at the Institute for Public Administration (IPA). Philip works directly with municipalities and state agencies to enhance local community resiliency, while also engaging in research work that helps to advance climate policies.
What is working at IPA like?
It is rejuvenating. There's always a new project to complete, a new policy or administrative area to research and learn about, a new community to engage, a new sponsor to satisfy, a new analysis to undertake, and new students to mentor. It is also tremendously satisfying. The work we do aims to improve the lives and conditions of people in communities across Delaware and the region. And because we have a public service mindset and culture, we attract wonderful colleagues who care deeply about the work they do and are not content with half measures.
Describe IPA in 3 words.
Engaged. Collegial. Professional.

Where is your happy place?
North Beach on Grand Island (look it up) on a warm summer day.
What is something people don’t know about you?
When I was a teenager I attempted to dye my hair blond and it came out orange.
What has been your favorite project at IPA?
Collaborating with Lewes and their Executive Committee on Resiliency to advance climate adaptation policies for the City. We partnered with DNREC to facilitate and help manage the Committee's work, and we delivered a community-engaged process that ultimately resulted in some great recommendations.
