Anna Shields (MPA '20) recognized for her strong commitment to local government

The International City/County Management Association has recognized Anna Shields with the Local Government Early Career Service Certificate. Anna graduated in December with her Master of Public Administration degree from the Joseph R. Biden, Jr. School of Public Policy and Administration.
During her time at the Biden School, Anna served with the Institute for Public Administration (IPA) as a 2020 Legislative Fellow. This six-month paid internship enabled Anna to work directly with the Senate Majority Caucus in the Delaware General Assembly. Anna also worked as a Public Administration Fellow with IPA, conducting research to support the Delaware Department of Transportation.
Originally from Wilmington, Delaware, Anna's undergraduate degree was in political science and public policy, with minors in women’s studies and legal studies. She hopes to work in state and local government policy analysis and is particularly interested in health, labor, housing, and criminal justice policy.
Anna received the Local Government Early Career Service Certificate along with 13 other graduates from eight universities across the country. According to the ICMA website, the certificate "recognizes graduating students in good academic standing who have completed or are in the process of completing a major service project for a local government organization." Anna was nominated for this award by Marcia Scott, the ICMA Student Chapter Faculty Advisors.
